The Parks & Recreation Foundation is dedicated to enhancing parks, recreation, and culture in Lynnwood and beyond. We break financial barriers, improve public spaces, and bring the community together—partnering with local businesses, organizations, and passionate individuals to make it happen!
Our Board members are dedicated community leaders who share a passion for parks, recreation, and building a more inclusive Lynnwood. Each member brings unique skills and experience to help guide the Foundation’s mission—enhancing public spaces, supporting community programs, and creating opportunities for all to connect, play, and thrive.
Joel Faber - President
Joel Faber has been with the City of Lynnwood for 26 years, starting as the Teen Coordinator and advancing to roles including Special Events Coordinator, Health and Wellness Supervisor, and Recreation Superintendent. In November 2024, he was promoted to Parks, Recreation, and Cultural Director, overseeing parks, recreation programs, capital projects, healthy communities, and human services programs. Joel holds a Bachelor of Science in Leisure Services from Central Washington University and an MBA from Western Governors University. Joel enjoys hiking with his wife and dog and playing racquetball outside of work. He is excited to serve on the board of the Lynnwood Parks Foundation and work with volunteers dedicated to enhancing community recreation opportunities for everyone.
Beth Hagen – Vice President
Beth Hagen is a passionate community advocate and finance professional dedicated to expanding access to recreation, arts, and nature in Lynnwood. Her connection to the Foundation began through years of involvement with the Par4Parks golf tournament and her leadership in the Lynnwood Chamber of Commerce.
As Vice President, Beth works to strengthen partnerships, grow community support, and advance the Foundation’s mission of removing financial barriers so everyone can enjoy the benefits of parks and recreation. She is especially proud of the Foundation’s efforts to promote inclusivity, well-being, and environmental stewardship through public spaces.
Beth lives in the Pacific Northwest with her family and enjoys rockhounding, photography, and creative projects. She believes in the power of parks to bring people together and invites others to join in shaping a healthier, more connected community.
Merari Rosas - Secretary
Merari Rosas has been a committed member of the Lynnwood Parks & Recreation Foundation Board since 2018, inspired by a passion for supporting local youth, seniors, and the vibrant Lynnwood community they’ve called home for over a decade.
Fluent in Spanish and known for their hands-on, versatile approach, they bring energy and creativity to the Foundation’s mission.
Outside of board service, Merari enjoys reading, running marathons, volunteering, gardening with a backyard full of vegetables and chickens, hiking local trails, and spending time with her Doberman, Thor.
Reed Perry - Treasurer
Reed Perry brings years of experience in golf course management to his role as Treasurer for the Lynnwood Parks & Recreation Foundation. With a degree in Turf Management from Washington State University and a deep understanding of community-focused outdoor spaces, Reed’s insight helps guide the Foundation’s stewardship of parks and public amenities.
His passion for recreation, sustainability, and thoughtful land use makes him a valued voice on the board.
Federick “Fed” Brooks is the Owner of Sound Sports Performance and Training and a Certified Strength and Conditioning Specialist with Distinction (CSCS*D) through the National Strength and Conditioning Association (NSCA). He also is serving as the NSCA Washington State Director. Fed moved to Washington in 2014 and has worked in various capacities in the fitness industry to include personal trainer, fitness manager, group exercise instructor, adjunct professor, independent strength and conditioning coach, and now the strength and conditioning coach for Henry Jackson High School. He holds a MS in Kinesiology with a dual concentration in Sport Conditioning and Sport/Exercise Psychology from A.T. Still University (Mesa, AZ), BS in Recreation, Health, and Fitness Resources with a concentration in Kinesiology from George Mason University (Fairfax, VA), is a USA Track and Field Level 2 Certified Coach, USA Weightlifting Level 1 Coach, Precision Nutrition Level 1 Coach, and has held various other fitness certifications.
Josiah Ober is the Owner/Operator of Chick-fil-A Lynnwood Center on the corner of Hwy 99 & 196th. He, his wife, and three children have lived in Lynnwood for almost 4 years now. Josiah grew up in the PNW and loves the community aspect of Lynnwood. He has enjoyed being able to be a part of such a great town with amazing people.
Rhiannon Bates A proud Lynnwood resident, Rhiannon Bates joined to help make her community the best place to live, play, and raise a family. With a strong background and a heart for service, she brings fresh energy and a deep commitment to supporting inclusive, accessible programs for all ages.
